Yes load it on your PC, then using the tutorial that is built in, create an .img to your nuvi or sd card

Installation Instructions:

Unrar in C:\Garmin\CNNANT2010_20
Install with Install.bat
If Mapsource ask for a key, read it in Mapsource key.txt
Uninstall with Uninstall.bat

Can some merciful soul post the unlocked img file (like we had for 2010.10)? This will save a lot of trouble for newbies and simplify the whole process.
