Sometimes, you have to generate the code 3 or 4 times to get the right one.
If you still have a problem, you can use GMapTool (http://www.anpo.republika.pl/download.html) instead of the unl file.
I'll tell you what to do if the other method fails

On your desktop:
First run Garmin Unlock Generator and get the unlock code as already described
Please make sure you are writing down the correct Storage Card ID you got from Garmin Mobile XT on your device
Now run GMapTool
Click Add Files and browse to select the gmapprom.img map you extracted from the download
Click on Write tab
Check Mapset and give a descriptive name to your map (eg Lebanon Map 2009)
Check Insert Unlock Code and write down the generated unlock code you got from Garmin Unlock Generator
Check Only for FID and write down the related ID’s (FID=5038, PID=15)
Click Write All
Now copy the gmapprom.img file to your Pocket PC in Storage Card\Garmin (or the related internal storage if available)
No need to use .unl file

The map (gmapprom.img) can be used on:
- Pocket PC devices
- Garmin devices
- Symbian (Nokia) devices, provided you have the right Garmin Mobile XT version

It's nearly the same procedure.
You have to download the Garmin Unlock Generator as described above.
Now, with you Nuvi turned on, and the SD card inserted, hold the top right part of the screen (the battery icon) for 10-15 seconds until you see the debug menu.
Page through 3 pages and you will reach the Data Card Test page. That page gives you the SD Card ID (Serial)
Write down the number: you will use it to generate the unlock code.
Warning: Do not make any changes. Turn off your unit afterwards.
As described above (starting in Step 3) , on your desktop PC generate the unlock code and create gmapprom.unl file
Connect the Nuvi (with the SD card inserted) to your desktop
Wait a few seconds, till your computer recognizes the Nuvi and the SD Card
On the SD Card, create a new folder and name it Garmin
Copy both the map file (gmapprom.img) and the unlock file (gmapprom.unl) to this folder
Disconnect the Nuvi: it will restart automatically
That's it.
